Faculty Profiles

Dr. David E. Frick


Dr. David Frick is a 38-year veteran of the Department of Defense with 21 years in uniform.  He currently serves as an expert in defense acquisition and program management.  He is certified as a Project Management Professional by the Project Management Institute and has earned level III certification under the Defense Acquisition Workforce Improvement Act. 


He is a graduate of the Defense Leadership and Development Program, the U.S. Army War College, and is a senior fellow of the Council for Excellence in Government and Lean Six Sigma Black Belt.

Dr. David O. Harper


Dr. Harper has an extensive background in business and information systems management.  His tenure as a managing consultant at Price Waterhouse exposed him to both the public and private sectors.  He joined the Johns Hopkins University/Applied Physics Laboratory (APL) as a member of the Senior Professional Staff in April 1993.   In April 2006, he was appointed to the Principal Professional staff at APL.  In July2008, he was promoted to serve as the Deputy Program Manager for his department’s Program Office and earlier 2014 he was selected as the Program Manager and Group supervisor for the Program and Fiscal Office for the internal Enterprise Information Technology Service Department.   He also serves as a member of the APL Technical Digest Editorial Board.


He joined Johns Hopkins University – Carey Business School (School of Continuing Studies) as a Faculty Associate in January 1994.  In this role, he has continued to distinguish himself by demonstrating his ability to facilitate the learning process at both the undergraduate and graduate levels.  In 1998 he was selected as Teacher of the Year in the JHU- Information Technology Division.  In April 2011 he was appointed to the Senior Professional Faculty within the Carey Business School.


He holds a Doctorate in Education from the George Washington University and a Master's degree in business with a concentration in information technology management from Johns Hopkins University.   His hobbies include:  Singing or listening to classical music, and playing tennis.

Dr. Ali Mehrabi
Dr. Ali Mehrabi has over 35 years of high-level industry experience and over 25 years of educational background. He has served in many high-profile technical and management positions for major companies and the U.S. Government. Dr. Mehrabi is a senior member of the Institute of Electrical and Electronic Engineer (IEEE).
He received his bachelor of science degree in electrical engineering from the University of Oklahoma, master of science degree in electrical engineering from Oklahoma State University, and PhD degree in electrical engineering from the University of Mississippi. He has been teaching in the areas of electronics, math, physics, engineering, medical devices, networking and Computer Information System (CIS), Management Information System (MIS), Risk Management, and Project Management at both graduate and undergraduate levels, on-campus and online. He also served as a program dean at one of the largest universities in the U.S.

Dr. Mohammad K. Moussavi

Dr. Mohammad K. Moussavi has more than 30 years of experience as an educator and researcher in the fields of computers, data networking, telecommunications, computer and electrical engineering. Dr. Moussavi has held several advisory and senior positions in both public and private sectors.  His international work experience includes developing strategies to help market shares, expand business footprint by promoting products and enhancing business image and visibility in the marketplace. 

Dr. Moussavi earned his Doctor of Science and Master of Science degrees in electrical computer engineering from George Washington University in Washington, D.C.

Mitchell Schoenberg


Mr. Schoenberg has served as a Senior FCA Examiner with Corporate Governance and Internal Audit examination oversight at the Farm Credit Administration since 2009. Prior to joining FCA, Mitch held a number of private sector Internal and External Audit roles including Chief Auditor for the 3rd largest credit union in the US, Regional Director for a big 4 Public Accounting firm in the Asia-Pacific region and Head of IT and Banking operations in several overseas locations for a US headquartered Financial Institution. He has extensive experience working with Bank regulatory agencies.


Mr. Schoenberg has a Bachelor of Science in Business Administration degree from the University of Florida and a Masters in Accounting from Florida Atlantic University. He is licensed as a CPA in Virginia and Florida and also has earned the Audit related certifications of CIA, CISA, CGAP, CFE and MCP.
